The provider is low cost and ideal if you have no advanced T1 needs.
Cons:
Poor customer service - fails to address needs, account team is unable to help with service outages, seems bad at managing billing information
Other Thoughts:
I would not recommend Covad unless you have no other options. Our company has had ongoing outages throughout the year and Covad has failed to address them. Latest left our company down for 3 days, they did not do same day support onsite, they did not express any concern on getting us back online or to an emergency line of some sort, was highly difficult on the phone. Onsite tech was not much better.

Cheap (per service contract our company have with them)
Cons:
- Worst support ever.
- Cannot guarantee how long it will take to fix the problem.
- Intermittent connections on a daily basis.
- Outage from 4 - 12 hours happened to us many times in 1 month.
- Engineer team cannot fix the problem permanently.

The ourages wouldn't even be that bad if the techs know what they were doing, but outages can sometimes take 3-4 hours to resolve with a supposed "level 3" tech
